Mit dem 1922-23 entstandenen Kreuzer YUBARI hatten die Japaner im Kreuzerbau einige neue Akzente gesetzt: Bei einer gegenüber seinen Vorgängern nur etwa halb so großen Verdrängung verfügte er über nahezu die gleiche Kampfkraft und war auch fast genau so schnell. Es lag daher nahe, beim Entwurf artilleristisch stärkerer Kreuzer auf ähnliche Weise zu verfahren. In dieser Periode kam es den Japanern darauf an, sowohl den britischen Kreuzern der HAWKTNS- als auch den amerikanischen der OMAHA-Klasse überlegene Schiffe entgegenstellen zu können. Die Forderungen an die neuen Kreuzer waren daher hoch angesetzt: Überlegenheit in Hauptkaliber, Panzerschutz und Geschwindigkeit. So entstand - noch bevor die Washingtoner Flottenkonferenz überhaupt begonnen hatte - derPräliminarentwurf eines solchen Kreuzers. Bei etwas über 7000 ts Standardverdrängung sollte er sechs 20 cm-Geschütze und einen 76 mm dicken Seitenpanzerschutz haben und etwas mehr als 34 kn schnell sein. Diese Arbeiten führten dann unter Einhaltung dieser Vorgaben zu den Kreuzern FURUTAKA und KAKO. Für sie wurden die Aufträge vier Monate nach der Unterzeichnung des Washington-Abkommens erteilt. Kennzeichnend für ihre Hauptartillerie war deren Verteilung auf 6 Pseudo-Einzeltürme. Durch diese und auch infolge anderer Proble­me traten wegen zu hoher Topplastigkeit Stabilitätsmängel auf. Deshalb wurden diese Schiffe in der zweiten Hälfte der 30er Jahre durchgreifend umgebaut: Die Einzeltürme ver­schwanden, für sie gab es jetzt 3 Doppeltürme mit den neueren 20,3 cm-Geschützen, außerdem wurden Tor­pedowulste angebaut und Umdispositionen bei der Torpedowaffe (an Stelle der im Hauptdeck fest eingebau­ten Torpedorohre hat man auf dem Oberdeck schwenkbare Vierlingsrohrsätze installiert) vorgenommen. Diese Maß­nahmen hatten selbstverständlich Auswirkungen auf die Standardverdrängung; sie stieg um 1600 ts auf nunmehr 8700 ts.
